CRC Energy Efficiency Scheme - more changes on the way
The Government is planning to keep Labour's climate change baby,
the CRC Energy Efficiency Scheme. Bureaucracy will be
reduced, and the system for buying allowances will be simplified -
but the league tables are here to stay.
KEY POINTS
- The Government has proposed significant changes to the CRC. These are set out below.
- The CRC scheme will not be scrapped after all, although the Treasury will keep all the revenue raised.
- Sale of allowances will be simplified. Annual auctions will not now take place, and the number of allowances will no longer be capped.
- Treatment of corporate groups and trusts will be more flexible.
- The Government will not lay down rules for how CRC costs are to be shared between landlords and tenants. If the lease is silent, the parties will have to fight it out in the courts.
